Well, the Apple Hi-Speed SCSI card utilities are pretty limited and dated
What it said about 4 partitions was true at one time but things have
changed a lot since that utility came out. I don't recall the number of
partitions GSOS will allow you but it's enough to fill your desktop
with icons. If you do need to have all of them accessable from 8 bit
applications then in your case if you don't have a RAMdisk you'd be
limited to 9 partitions.
A better choice of partitioning software might be the Advanced Disk
utilities which came with later versions of System Software. It'll let you
make all the partitions you want in any size.
Keep in mind though that when you start changing or adding partitions
on a hard drive you usually lose all data and programs on it.
With that size of drive you could use all ProDOS partitions but if you
choose to use a HFS partition keep in mind that there are no Apple II HFS
maintenance utilities and that only GSOS applications can be booted off a
HFS partition.
