apple //e tapes

I have an Apple //e but I do not have a disk drive for it, so I must
use tapes to store data.

#1. I can save my BASIC programs to tapes, but I cannot seem to read
them again. Any idea why?

#2. I have several "tape archives" on my PC which I would like to
convert to real tapes. The Apple //e reads from and writes to tapes with
something similar to a sound card or a modem. It is therefore plausible
to program a PC to use it's sound card with a tape recorder to
read/write disks. Does anyone know where I can get a utility for Win95
which can write files to tapes, and preferably vica-versa? (It would
also be nice to be able to read Apple II tapes on my PC.)
