Others have guessed at the answer but I'm here to tell you that they
are absolutely correct.  :-)

It is a CPU card for Mimic's Spartan Apple II+ compatible add on for
the Commodore 64.

That card is pretty much a II+ on a card.  With just that card plugged
into the case you could plug a II+ compatible keyboard into the KEY
socket and use the Spartan as a stand alone II+ compatible.  However,
you could connect your C64 to the front of the Spartan case and use
the C64 as an intelligent keyboard with macros.  The Spartan also made
a great monitor stand for the Commdore 1702 monitor.

I'm sure there are other neat things you can do with the Spartan and a
C64 but I only have a Spartan and a spare CPU card but I've never
tracked down a manual for it.
