I think I know why Bill:

The Vulcan unlike the Focus or other more modern IDE cards is 8 bit.  It 
cannot address a card that is 16bit (or more) in config.  Some cards; your 
20, my 4mb HP, and 16mb Lexar work. Others  even when that small do not.

What we need is to develop a list for the FAQ of known working card models. 
That is, if anyone else is interested in this very obscure by-road on the 
Apple II cow path  ;)
