Both have their respective advantages and disadvantages.  As I see
it, a CLI is clearly to prefer in these situations:
 
1. When you want to write batch scripts, or process large volumes
of files.
 
2. When you quickly want to write a utility which does some
processing, it greatly speeds up the process to not have to bother
with implementing a GUI.  If you write your little utility in AWK,
the entire program can reside *right* *on* the commandline, and
you'll write it in perhaps 10 seconds!  Beat that with a GUI !!!!
 
Of course there are also situations when a GUI is preferable.
