If you're going to boot off it, yes.

If you don't have an accelerator, yes. Switch 1 is DMA, with it in the off
position DMA is enabled. If you have an accelerator you'd want to move
switch 1 to the on position.

If it's your only SCSI device then ID 0 will work fine. Your IIe will try to
boot off the highest SCSI it finds. If you plan on possibly attaching others
at some time then 6 might be a better choice.

I haven't used many different utilities with the IIe and Apple Hi-Speed so
I couldn't say. If you have the Apple II Hi-Speed SCSI card utilities, they
should work.. I like the RamFast SCSI cards built-in utilities so much I
virtually always do formatting and partitioning on that before moving it
on to another SCSI card.

After its set up with the SCSI card in slot 7 it'll boot off the hard drive.
After you've used a IIe with a hard drive for a while, you likely won't
want to use floppies unless you really have to.

Yes. Most program launchers usually give you a choice of booting a specific
slot. You can also go into basic and do a PR#
Also in some cases you can use DOS3.3 Launcher to use some DOS 3.3
stuff from the hard drive.
