I remember an old program, I think it was shareware, called IIGIF that
could convert GIFs into HGR or DHGR images.  It should still be
available for download.

I don't know of anything that can do this although it would be fairly
easy to write a conversion program that used a format other than GIF.
Say a program to do BMP to HGR or HGR to BMP.  You can always use
other PC programs to convert between GIF and BMP if you really wanted.
