Apple IIe Chip ID and Error

When I run the self-diagnostic on my Apple IIe (unenhanced), I get "RAM:" in
the upper left hand corner of the screen and it hangs there. Does anyone
know what may be causing this? Also, can anyone identify the function of the
chip immediately to the left of the RAM chips when facing the board form the
keyboard side ? Below the chip is the number "5" and above the chip is the
code "LS166." It quickly gets warm/hot to the touch and I am concerned that
this may be part of the problem. Thank you.
