I don't believe there's any way of testing an Apple SCSI card without
a drive.
Neither Apple SCSI cards supply term power so there has to be
something on the bus that supplies it. A Zip drive doesn't. A solution
to that is to make the term power mod. It's a small modification to
the SCSI card so that it'll supply term power. You can find details of
