Well normal (electrolitic) capacitors are definately cylindrical in shape
with a flat top.  The dome 99.9% of the time represents a blown or failing
cap.  Try replacing it with a spare cap from another monitor with the same
uf (micro farad) rating and same or higher voltage.  Look for spared in
other monitors and power supplies or just get one from an electronics
store.  Make sure to watch the polarity and mark it when you remove it to
make sure you do not blow the new one by putting it in backwards.
