One way is with an emulator and a file transfer utility like adt122. If you
search the web for "emulators apple" you will find some of the current
packages. I am new to the Apple scene, but Oasis or AppleWin will work. ADT
can be found on or near the same sites as the emulators.

ADT is designed to "boot start" a diskless Apple user. With a PC, cable, and
an Apple (with a Super Serial Card), you'll be able to copy PC based *.dsk
files to real disks made on the Apple.
