The reason I said what I did is that I have a great deal of confidence
that the administrators of the Trenco site will not release a file for
download until they are sure that it is okay to do so.  If they don't
release a file, then there is a very good reason for it.

If you had uploaded something to Trenco that was never released for
download then obviously there was some reason they couldn't make it
available.

By the way, GSNumerics isn't listed on the Treasure Chest Project page
either and doesn't appear to be in the Delphi A2 libraries.
