I believe it is only available from the Delphi Apple II forum library.
I've tried it a few times and have never gotten it to work.

Apparently it currently only works if the web page is very small (less
that 4KB) so it isn't very useful just yet.  Hopefully things will
improve in the not too distant future.

If you can't access the Delphi libraries then the only thing I can
suggest is that you contact Geoff Weiss, the programmer, yourself and
ask him what your options are.
