You have omitted an important qualifier. The generally stated policy of
the archives is that an item will be removed-- i.e. no longer available for
download by Apple II users-- should this be requested by the copyright
_owner_.
So far, the only public record of Ultima I/gs ownership mentioned is the
one supplied in the original Ultima I/gs manual. It clearly states

The mission of the archives is to make software available to users. Were
they to remove software every time some software speculator with a pile of old
disks to unload demanded it, virtually nothing would be available to users.

Well, after all, there was a claim that Bill Heineman owns the game
copyright. If this is true, fine.
If it isn't, then the publisher of Shareware Solutions II has been caught
telling untruths. I suppose he could always claim that the whole business was
an April Fool joke.

Dr. Tom merely withdrew an Ultima I/gs review article. This was a
reasonable move in view of an announcement which appears to promise a new
release. Logically, the new release would eliminate known bugs, fix serious
documentation gaps, etc.. Publishing a review of the old version no longer
made sense.
As for anyone else 'following suit', the game has, evidently, been
withdrawn from the various Apple II archives. So, Viola!, you have your
wished-for expression of cooperation and support.
