This really depends on how complicated you want to get and which
OS you prefer. For Linux, you can use the KEGS emulator and an HFS
partition which can be read by both the emulator and Linux if it's
properly configured. You can find my notes on this in the latest
releases of KEGS.

For Windows, try the Oasis emulator. With this you have a couple
of methods you can use. The program DISK-MANAGER will extract
files from a disk image but you will lose the file info when you
store it on a PC drive. If you want to keep this, especially if
it's going to another Apple, then use the program SLINK. This is
an Oasis utility which runs in both the Apple and the emulator.
You have the choice of using the Apple as a server or client
depending on which drives you need to use. For the client, you
loose access to the floppy drives while using this system. If you
need to copy files directly to a floppy, use the real Apple as the
server (serving the floppy drives) and the Oasis emulator as the
client. With this setup and a serial null modem you can access a
variety of files. This also shows how well the Oasis package is
designed. The only down side to this method is it's failure to
work with the 2c and gs's internal ports. It will work on the GS
with an SSC. This problem is being looked into as time permits.
One other note about using the Disk Manager, if it's not
registered you need to work from copies as it will only move the
files.
