I received a dead II+ a while back and got it working with the following
steps:
1) replaced power supply (original on mine was dead, but it sounds like you
don't have this problem)
2) reseated all chips on motherboard (they can work loose over the years)
3) disassembled & cleaned keyboard (to get rid of intermittents here)
With the weird problems you're describing, you might want to try reseating
all of the chips. Pull each one out with a chip puller (cheap @ Radio
Shack) or a screwdriver, blow out the socket with some canned air, and push
the chip back in (make sure you put it in the right way). It's somewhat
tedious work with all the chips that were used in the II+, but give it a
shot and see if it improves things.
