Convert3200 from http://www.crl.com/~joko Shareware Solutions II.
SuperConvert 4 from Seven Hills Software
Prism (now only available used)

All can convert from GIF to 3200 color mode.  If you have not
seen a demonstration of this mode, I can send you a
slideshow disk via email.

I think SuperConvert 4 does JPEG.

Yes.  SuperConvert since version 3 can do it.  There are also
some other programs like the one in HyperStudio that can
do it.  If you have any particular picture you need to convert,
I can do it for you.  Just email me the picture and I'll email
you back a Finder background.

http://www.allelec.com/ Alltech Electronics.  I was unaware
that the drivers have been updated.  What new features
were added?
