No; because you can set IIgs speed to "Normal" (slow) for old games.

System Saver provides line de-glitching and pulls air through your case
and out thus supplying cooling. It came in at least two forms: one for the
IIe and one for the IIgs. The System Saver IIgs is in a flat case nicely
matched to the IIgs case which fits on top of the GS. It includes the fan
plus two front panel switches controlling four AC sockets on the back.

For cooling, line deglitching, convenient control of ON/OFF for your
IIgs, and to raise the IIgs monitor and extra 1.5" for better viewing.

Well, you may not like the blowing sound added by having a fan.
Otherwise, no; not unless you are very short and the extra 1.5" makes the
monitor hard to see.
