DOS 3.3 was designed for 140k floppies and while there were some
patched versions that would go up to around 400k that's about the limit..
There's nothing that'll let you format an 800k DOS 3.3 disk, however
there are a couple of programs that partition a 3.5" disk into two 400k
DOS 3.3 partitions.
The one I'm familiar with is AmDOS by Gary Little. It works well most
of the time. However one of the downsides is some programs look for
the floppy drive in slot 6 which isn't usually where the 3.5" drives
are on a IIgs.
