Apple IIc Disk Drive

Hi.
I recently picked up an old Apple ][c from a friend and there seems to be a
boot problem.  I have another ][c and the disks work just fine, but when I
try them in the broken one, random letters and symbols appear on the screen
and the disk is destroyed.  I think there is a problem with the built in
drive.  I also have an external drive.  Is there a way to change the
physical settings to make the computer read from Disk Drive 2 first, right
when the power is turned on?
