Older utilities and disks include the SOS boot loader in block 1 (it
tries to load SOS.KERNEL).  This code is unlikely to be written onto
anything other than a 5.25" disk, since you can't boot an Apple /// from
any other type of disk.

I have a feeling that more recent software for the Apple II also omits
the SOS loader when formatting a 5.25" disk.
