TIFF really isn't one format, but a wrapper for a variety of internal
formats. Because of this, it's not likely you will ever find a TIFF reader
that will read absolutely every TIFF file.

I wrote one as a support tool for our Morph program. You might give it a
try. It was written specifically to handle large 24 bit color TIFFs like
those created by early Macintosh based scanners. It's still available for
$10 from http://www.byteworks.org.

And the Morph program is pretty cool, too. :)
