That is the normal way of controlling their availability.  There is also
a monitor command (#) which enables them until you turn the machine off.

There is a minor bug the ROM 3 firmware which causes these CDAs to
appear all the time on _some_ machines.

It depends on the supposedly random contents of a particular memory
location when the machine is powered on; the majority of machines happen
to have the "right" value in this location, while a small number happen
to have the "wrong" value, causing these CDAs to be enabled all the
time.  Mitchell Spector had a machine which was affected by this
problem, and I helped him track down the cause.
