I would say guess that it is a handshake line problem but I'm not
entirely sure what signals the //c uses. I had this problem when I
first tried to make a modem cable for my IIgs where the computer
refused to send any data to the modem because it was getting a signal
that told it that the modem wasn't ready to receive any data.
The reason your PC is still able to send data is that it isn't getting
any signals telling it that the //c isn't ready to receive any data.
