I'm pretty sure you are right, and Adalbert is mistaken.

ProTerm's ability to access the IIgs serial port no matter how slot 2 is
set is due to ProTerm's serial driver bypassing the serial firmware and
dealing directly with the Z8530 SCC (which is not in the slot I/O space,
so it isn't affected by the control panel settings).

This is not a general feature for all communications software.  Some
other programs might offer the same feature, but most don't.
