In addition to the Z80A, there is a Z80-CTC, a Z80 SIO chip, and a 6850
UART.  Z80 RAM is three 6116 SRAMs.  There is the standard sprinkling
of "glue" chips, including the expected MC1488's and MC1489's for RS-232
signal levels.

Clearly, this is a communication card of some kind--perhaps a commercial
data service card.

Can you identify it?  And do you know where I could find specifications?
