Just a quick update. I tried again to flash the card just incase I had
it set up incorrectly the first time...Unfortunately no luck.
Basically it seems like Xilinx impact tool can not see the card and
can not initialise the chain.

All the power lights are lit as normal. The 'DONE' light is also lit
but I can't recall if this is normal or not.

sigh...
