As I remember the story, the problem had to do with FCC Regs. and Woz knowing
digital electronics, but not analog. Apple tried getting help from a fellow
from Commodore, but in the end, it was just too much of a problem.
The decision was to let third parties develop the converters. That left Apple
off the hook for any non-compliance with the FCC.
