This sounds like two emulators I know of.  One is hardware only,
the Spectrum by Mimic Systems.  The other is hardware/software
called AMAX for the Amiga.

You idea of using an actual WDC 65C816 chip on the card
resembles the Spectrum.  This was an Apple II+ box, complete
with CPU and slots, that mated with all the ports of a
Commodore 64 and let the C64 run II+ software.

If you were to skip the real processor and use a software emulator
core, then it'll resmeble the AMAX box, which is a Mac emulator
for the Amiga.  The box provided Mac hardware ports including
floppy drive.  The Amiga's processor handled the Mac code and
stored a genuine Mac ROM.

Either way, being at least part hardware meant you could use
the slot cards of the emulated computer.
