Not without special hardware.
If you plug in a Diamond Trackstar board-- the Trackstar E is a good
choice-- you can connect an Apple II 5.25" drive (like a Disk ][). Since the
board acts like a nearly independent enhanced //e sitting in your PC, you will
need to plug in a composite monitor to see your Apple II display.
Note: If you put the board into an old PC with CGA monitor, you will probably
be able to share the PC's monitor and, possibly, a PC 5.25" drive. These
options require patch cables which, nowadays, are seldom included with the
boards.
The Trackstar can transfer files you download from the PC's hard disk to
the Apple II drive, to a virtual 15MB hard disk, or to virtual 5.25" drives.
(The virtual drives are files located on the PC's hard disk.) It can also
transfer files to the PC where they can be uploaded.
