a quicktime question

Hi all,
Anyone know if there is a way to take advantage of the "connection speed"
setting in the QuickTime Settings control panel without having to buy the
QuickTime Streaming Server software? I want my website to be able to detect
the user's connection speed and automatically send a quicktime movie that is
appropriate for their bandwidth.
