Use an ftp:// URL rather than an http:// URL.

Rather than clicking on the file, right click on the file and save
the link.

Even better, find the program WS_FTP and use it rather than
your web browser to access FTP sites.

http://ground.ecn.uiowa.edu/apple2/apple16 is the place for
Apple IIGS files.  They come in .txt/.shk file pairs, the .txt
file being a description and the .shk file being the archive
described.  Left click on the .txt files to read the descriptions
in the browser, then right click on the .shk files to download
the archives being described.
