Sounds familiar. I picked up a IIe Color monitor a few years back and
tried it out with a VCR. Since the picture came up B&W (maybe a bit
pastel actually) I assumed the color was broken - I had a couple of
identical Commodore 64-class monitors and all except one had a color
picture so it's not a rare occurence with older monitors.

Having no IIe I can't test it out from that end :-(
