I have met a *LOT* of people with Computer Science/Engineering degrees
who have told me "Yeah, I am getting this degree, but I really don't
want/like to program".

If there were tests to catch this, it would be worth it. I have been
stuck working with people who don't like it and view programming as a
stage, albeit unpleasant in their careers. I have never found it a
positive experience.
