I notice that you are in Australia.  This suggests an obvious
explanation: the monitor might be expecting NTSC, but you are supplying
it with a PAL video signal.

I've never run into an genuine Apple colour composite monitor in New
Zealand, so I don't know whether they did a PAL version as well as an
NTSC version.

Did you try both NTSC and PAL from the Mac?
