If those limits are inclusive, doesn't that make it require 33
bits? All ranges he lists on that page seem to have that same
one-off error.
I've been searching too, but it seems like the official standard
can't be found on the web. Is that because the ANSI committee
copyrighted the text and charges for copies? (or are it the ISO
standards where you have to pay to get them - I don't remember
which one it was.)
