That depends on where the CVs come from.  In the UK,more recruits are hired
via agencies than via advertisements.  The agencies tend to do the opposite
of the HR people - they submit any CV with the slightest degree of
commonality with the requirement. To reduce this I had to spend a lot of
time briefing the agencies as to what we are loking for.  Despite this we
still receive huge numbers of CVs, so many that if HR did not weed them out
for me I could dspend all my time reading them - and then I would WANT to
find other work!!
