AmDOS, OzDOS and I think UniDOS will all do what you want. There
might be others.
If I recall correctly, they let you format a 3.5" disk as two 400k DOS
3.3 volumes. The way you access the volumes differs between them,
though. At least one of them makes the first 400k S5,D1 and the
second 400k S5,D3 for instance. If you have a second 3.5" drive it
gets accessed as S5,D2 and S5,D4.
