If it costs more to pursue it, we can let folks know what the thieves are

You can point a gun at a thief, never intending to fire, and I'll bet it
has some influence on thier behaviour.

Sigh.... The DEVELOPERS are the productive folks.  The REST of the field
are the users who show thier appreciation, either monetarily, or by
expressions of thanks (ya know... _Commercial/Shareware_, _Freeware_)

All else are leeches... parasites.
