If you want to use a mac for IIgs development, you should look at
Bernie ][ the rescue, a fine Emulator (http://www.magnet.ch/emutech/Bernie/).
The cross-development MPW IIgs ORCA/C requires MPW (now free) as
well as the MPW IIgs tools ($50), so it would be slightly cheaper
to use ORCA/C under Bernie.
 
I use Splat! for debugging.  Michael Hackett (sar@delphi.com) might
be able to sell you a copy.  There is also ORCA/Debugger.
 
The ORCA tools are stable, supported, and don't have too many bugs.
