There's a hugh difference between the two.

Binary - All  8-bits of each byte are sent
Text   - Only 7-bits of each byte are sent (high bit is set to 0)

Therefore, if you attempted to download a program (or compressed) file as 
"Text" the file will likely be unless since the high bit on some (a lot?) of 
the bytes will be incorrect.
