EPROM burners: are they alwsys interface cards?

My Eprom burner is an Apple II interface card.  I am shopping to get a
spare as a bakkup.

Question: are they _always_ interface cards? Are some free-standing
devices that are unconnected to any computer?   Is anyone familiar with
the "Stag" eprom burner?

Seems like it would be simple enough to be freestanding.  The card even
would work in an Apple II+.
