Modern monitors do allow switching monitor resolution/format under software
control. (Our monitor-- on a Windows PC-- goes through a few switches during startup,
too.) Probably, the res switching is just to accommodate the different screens used
by various software routines which get run during the startup process.
Since this is an Apple II (not Mac or PC) newsgroup, you should get more expert
advice about resolution switching on a G3 by posting a question to a Mac newsgroup,
such as comp.sys.mac.system.
