A Performa 400 is a Macintosh, not an Apple ][.  The Performa 400 is
really just a Macintosh LC II.

However.... If you bought it under the impression it was an Apple ][, I
wouldn't be suprised if it's got a //e card inside, which basically
makes it able to run as a //e.

If indeed you have an LC //e as described, then yes, you can hook it up
into a LocalTalk AppleTalk network.  I'm not sure exactly how to do
this, but the .pdf manual for the //e card likely will show you how.
