It probably means that either the company that produced the game
didn't have a licence to distribute the operating system or that there
wasn't enough room on the disk for both the game and the operating
system. Some companies provided an operating system disk in the
package, others didn't to save the cost of duplicating and shipping a
second disk.
Usually, you can just boot System 6.0.1, insert the game disk and
double click the icon for the game and your off. However, some game
require a certain version of the System software to run correctly and
some games have their own operating system and must be booted
directly.
