Yes. Connect an Apple 3.5" drive to it (the non-UniDisk kind) and it'll
be used to read and write MS-DOS format 720k disks. The PCT also
lets it be used as an 800k ProDOS drive, but not a boot drive.

DB-15 connector is for an RGB monitor. You can create a composite
video cable for the PCT that let's you use the IIe's monitor. In fact,
there's an input on the IIe motherboard for composite pass through,
but I'll have to get back to you on this one...

PC drives are connected using the same DB-19 connector as for the
Apple 3.5" drive. The TransDrives that AE sold were PC drives that
were wired to use a DB-19 connector. I have no idea of how to wire
a PC drive the same way.

pctbootvol.shk is the right software. Others will need to tell you where
to download ShrinkIt!, but you do need it to unpack the pctbootvol.shk
archive.
