There were 10 bids in the auction, but only 4 bidders. This means that the
second high bidder could have made up to 7 attempts to top the current high
bid. He probably got up to a certain amount, then gave up.

If the first bidder didn't place such a high max bid in the first place, it 
wouldn't happen. In any case, the second bidder has no way of knowing the
hidden max.
