http://www.allelec.com/ Alltech Electronics has ROM 01 chips and
replacement VGC chips for sale. You need one of each to get the
full ROM 01 upgrade (upgrading the ROM fixes software capability,
but you'll still have a video problem without the VGC replacement).
To go to the ROM 03, you need to replace the entire motherboard.
The ROM chip sizes are different and the motherboard designs
are different.
