Yes, it's possible, although you generally need to wire a special cable.
It's even been done. But you're faced with a chicken-and-egg problem. You
create a program for the Apple II so people can move downloads from a
Windows machine to the Apple II without a bootable floppy--but how do you
get the program to them? :) You'd need to send them a bootable floppy with
the program, or they would have to get a communications program on a floppy
so they could download the program from the Internet.
