Paul is right.  Western Design Center has high speed versions of
the 65C02, not just 1Mhz versions.  In fact, by the time of the IIc+
(1988), Western Design Center no longer HAD 1Mhz 65C02s.
Apple made 1Mhz IIes by underclocking 4Mhz chips.

Today, Western Design Center only makes 65C02 chips that are
rated at 14Mhz (if their 14Mhz 65C816 units are any indication,
the current design can probably go up to 20Mhz easily).

Western Design Center (not to be confused with Western Digital)
has a web site that you can look up on the search engines.
